The last thirty seconds of a shave decide how the next few hours feel. Shaving is mildly abrasive by nature, and post-shave products exist to disinfect the micro-nicks you cannot see, calm the skin, and put back some of what the blade took off.
Splashes are alcohol-based. They disinfect, tone, and evaporate fast for that bracing finish a lot of us shave for, and they suit oilier skin and warm weather. Balms are lotion-based and mostly alcohol-free; they hydrate and soothe rather than tighten, which is what dry, sensitive or winter-worn skin actually needs. Neither is the correct answer in general, only for a particular face in a particular season.
They are also not rivals. Splash first onto bare skin, let it do its work and flash off, then a thin balm over the top to seal comfort in. An alum block passed over a wet face before either one is both mildly antiseptic and a useful diagnostic: wherever it stings is where your pressure or angle was wrong.
One thing worth separating out: aftershave scent is a finishing touch that fades within an hour or two. If you want to smell like something all day, that is a fragrance, and it belongs on your neck rather than your freshly shaved face.
